v) if it is from the 2003 foal crop & intends staying for more than 30 days; see further information below REGISTERING A HORSE - A horse can only be registered by the Registrar of Racehorses, a division of Racing Australia in Sydney. • Unnamed horses Upon arrival in Australia, the horse's connections must lodge an application to have an imported thoroughbred accepted into the Australian Stud Book together with the fee of $200 (incl GST) (which includes DNA- typing and Stud Book establishment costs). If this is not completed within 30 days, a late fee of $350 (incl GST) is incurred. Upon receipt of the import application fee, the ASB will send labels for DNA samples and an identification certificate. The DNA sampling and identification of the horse are to be completed by an ASB approved veterinary surgeon in the month shown on the labels. The ASB will check the horse's description, DNA profile and pedigree with the NZTR & if correct, the horse will be cleared for registration. For horses from the '03 and later foal crops a microchip will also be issued. Additionally, an application for registration of a racehorse must then be lodged with the Registrar of Racehorses in Sydney with the fee of $110. • Named NZ horses (excluding the '03 foal crop for which special circumstances apply see below) An application for registration of a racehorse must be lodged with the Registrar of Racehorses in Sydney with the fee of $110. (Please provide a contact number & address in Australia). The registered owners of the horse must sign the form, not the lessees (in the case of a current New Zealand lease, a copy of which will be forwarded to the Registrar for noting). If the owners are unable to sign the form they may give the person responsible for the horse in Australia authority to sign on their behalf, a copy of which authority must accompany the application form. There is no need to contact the Australian Stud Book for clearance or identification checks. No IMPORT application needs to be completed and no fee needs to be sent to the Stud Book. A Veterinary Certificate of Identification is not required. When the horse is registered, it will be sent Papers for an Overseas Horse. The diagram of the horse's brands & markings on its NZ papers is sufficient. The written description will appear on the DOD for an Overseas Horse. Facsimile: +61 2 9551 7519 INTERNATIONAL CLEARANCE CERTIFICATE The International Federation of Horseracing Authorities has amended the Racing Clearance Notification (RCN) for horses traveling internationally. The certificate is intended for horses visiting one of the signatory countries for the purpose of a racing campaign only, with the intention to return to Australia. Note: Horses being sold overseas or otherwise leaving Australia permanently do not require an RCN. It is the responsibility of the Trainer (or by default the managing owner) of the horse to ensure the RCN is forwarded before a horse travels between those countries who are signatories to the RCN. The countries are: Argentina, Austria, Bahrain, Belgium, Chile, Cyprus, Czech Republic, Denmark, France, Germany, Great Britain, Greece, Hong Kong, Ireland, Israel, Italy, Japan (JRA), Japan (NAR), Kenya, Korea, Lebanon, Macau, Malaysia/Singapore, Mautitius, Mexico, Netherlands, Poland, Portugal, Qater, Southern Africa, Slovakia, Sweden, Switzerland, Tunisia, Turkey, UA Emirates. For issue of an RCN from Australia, please contact your Principal Racing Authority stewards and request issue of the RCN to be forwarded directly to the host countries Regulatory authority. This practice must be repeated between countries if the horse moves on to race again. Note: standard clearances are still required for horses campaigning in countries not listed above - e.g. New Zealand. APPEARANCE FEE Each horse that starts in a NSW race (excluding picnics) that does not receive prizemoney will be paid an “Appearance Fee” of $200 (plus GST where applicable). The “Appearance Fee” will be credited to the owners Stakes Payment account. Disqualified horses will not receive any apprearance fee. PAYING PRIZEMONEY BY CHEQUE Paying prizemoney by cheque costs the industry a lot of money. All Owners who choose to receive their prizemoney payments by cheque, will be charged an administration fee of $27.50 (including GST). The fee will be deducted from the prizemoney amount prior to distribution. This change is designed to deliver a more efficient prizemoney distribution system and reduce the administration costs to the NSW industry. Stakes Statements issued via email will continue to be issued free of charge. Statement reprints for Stakes Payment transactions will be charged at the following rate – - $11 per request - First 5 pages will be free and every page after that will be $2 per page All charges are inclusive of GST. OUTSTANDING TRAINERS STAKES PAYMENT ACCOUNTS - POLICY FOR PAYMENT IN NSW The Racing NSW Board has for some time been concerned with the level of unpaid Trainer’s Stakes Payments accounts, the combined debt being carried by the Board on behalf of Trainers and the lack of initiative to make payment within a reasonable time. The Board considered concerns expressed by Trainers including their Association (NSW TA) before deciding that Trainers may incur net activity charges in any given month up to the following limits (dependant on classification) on their Stakes Payment account: Classification $ plus GST Metropolitan 10,000 Provincial 5,000 Country 3,000 The Board further determined the policy for collection of debt from Trainers shall be applied as per the following method. Month 1 Activity charges accrued and prizemoney/rebates offset Month 2 Account issued Month 3 Payment of net activity charges due by end of month or nominations refused Example: For activity in February the stakes payment account will be issued in early March, and must be paid by the end of April. In effect trainers are being given between 60 and 90 days’ credit which is generous in commercial terms. Failure to settle the net activity charge for the month by the due date will result in refusal to accept nominations for horses from those trainers who have not paid. System continues each month thereafter. If a trainer fails to settle their account within a reasonable time frame throughout the financial year and is also unable to settle their March account balance by the end of June each year, then Racing NSW will be forced to consider whether a trainer should be granted a license for the following season due to the trainer’s financial situation. At a minimum, a trainer’s March 31st balance must be paid in full each year before a license will be granted for the next season. Racing NSW also reserves the right to take further action for non- compliance which may include the Trainer’s account being closed and their licence suspended. Affected persons will then need to re-apply for a Trainer’s licence and meet minimum criteria including sound business plan and sustainable financial position. DOCUMENT OF DESCRIPTION/THOROUGHBRED IDENTIFICATION CARD Purchasers are warned that under no circumstances should they hand over a cheque for the purchase of a horse without obtaining the Document of Description or Thoroughbred Identification Card of the horse at the time of collecting the horse. OFFERS OF SHARES IN YEARLING & RACEHORSES It is suggested that any person who wishes to offer share(s) in a racehorse or racehorses, prior to making that offer acquaints themselves with the requirements of the Australian Securities Commission and Racing NSW, and seeks his own legal advices as to the recriminations that may occur if they proceed without the proper licences and approvals. JOCKEYS, APPRENTICES AND RIDERS Please be advised that the use of Murtagh Lightweight Racing Boots (or similar boots made of nylon) are not permitted in NSW. JOCKEYS’ FEES From 1 July 2021 The riding fees for jockeys exclusive of Superannuation are: For riding in registered races - $225 per ride (GST exclusive) For riding in registered barrier trials - $78.75 per ride (GST exclusive) (Country race day trials $112.50 per ride (GST exclusive) JOCKEY/TRAINER DUAL LICENCE A Dual Licence is defined in the Local Rules of Racing – LR56 as: “Dual Licence means a licence granted by Racing NSW which licences the holder to train horses as a licensed Trainer and also to ride horses in races and barrier trials as a licensed Jockey”. Racing NSW may grant a dual licence subject to conditions. These conditions are described in Local Rule 56 – please refer to the expanded rule in the Rules of Racing available on the Racing NSW website.
