AUSTRALIAN RULE OF RACING 103 It is important to note that there are instances where the quality of the field can affect scales used in the handicapping of races. This especially applies in feature handicap races, where the Racing NSW Handicapping Panel have the discretion to be flexible as a consequence of a very strong or a very weak nomination, with all the considerations and deliberations that are necessary to frame weights in our highest standard races. It is also important to note that the Racing NSW Handicapping Panel is bound by the requirements of AR. 103. (1) which requires the Handicappers to issue a set of weights for all handicap races, other than group one races and races restricted to two-years-old horses only, with a minimum top weight of 59kg. ln satisfying the requirements of this rule it may be necessary for the Racing NSW Handicapping Panel to raise the weights in any handicap race to 59kg at the time of the declaration of weights to meet the requirements under the rule. All Handicappers, in all States and Territories throughout Australia are bound by this Australian Rule of Racing (see below). AR 103. (1) The top weight allocated for handicap flat races must not be less than 59 kilograms, except for Group 1 handicap races and races in which 2yos only can run, for which the allocated top weight must not be less than 58 kilograms. (2) Notwithstanding the provisions of subrule (1), if at the declaration of acceptances for a handicap fiat race the weight allocated to the highest-weighted acceptor (including any extra weight by way of re-handicap or penalty) is less than 58 kilograms, then allocated weights for the race must be increased until the highest-weighted acceptor is weighted at 58 kilograms. PLEASE NOTE: The minimum topweight in Quality Handicaps shall be no more than 62.0kg and no less than 59.0kg with a minimum weight of 54.0kg.
