AUSTRALIAN RULE OF RACING 103 It is important to note that there are instances where the quality of the field can affect scales used in the handicapping of races. This especially applies in feature handicap races, where the Racing NSW Handicapping Panel have the discretion to be flexible as a consequence of a very strong or a very weak nomination, with all the considerations and deliberations that are necessary to frame weights in our highest standard races. It is also important to note that the Racing NSW Handicapping Panel is bound by the requirements of AR. 103. (1) which requires the Handicappers to issue a set of weights for all handicap races, other than group one races and races restricted to two-years-old horses only, with a minimum top weight of 59kg. ln satisfying the requirements of this rule it may be necessary for the Racing NSW Handicapping Panel to raise the weights in any handicap race to 59kg at the time of the declaration of weights to meet the requirements under the rule. All Handicappers, in all States and Territories throughout Australia are bound by this Australian Rule of Racing (see below). AR 103. (1) The top weight allocated for handicap flat races must not be less than 59 kilograms, except for Group 1 handicap races and races in which 2yos only can run, for which the allocated top weight must not be less than 58 kilograms. (2) Notwithstanding the provisions of subrule (1), if at the declaration of acceptances for a handicap fiat race the weight allocated to the highest-weighted acceptor (including any extra weight by way of re-handicap or penalty) is less than 58 kilograms, then allocated weights for the race must be increased until the highest-weighted acceptor is weighted at 58 kilograms. PLEASE NOTE: The minimum topweight in Quality Handicaps shall be no more than 62.0kg and no less than 59.0kg with a minimum weight of 54.0kg. For Group 1 and Group 2 please refer to the conditions of the race.
20 ALCOHOL POLICY SMOKING REGULATIONS The club recognises that it is against the law to serve anyone to intoxication. The club recognises that it is against the law to serve anyone under the age of 18. The club recognises that it is against the law to allow disruptive or violent behaviour to occur on these premises. The club is an active member of the Hawkesbury Liquor Accord Committee and is committed to abiding by its policies and procedures. The Hawkesbury Race Club has adopted the following House policy which provides a framework for the Responsible Service of Alcohol. ALCOHOL CONSUMPTION Persons who are intoxicated will be refused admission to our premises. We will display and refer to intoxication signs in order to support our responsible attitude and meet the requirements of this legislation. Any patron in this establishment will be denied service if they are considered intoxicated. The club does not seek to encourage rapid or excessive consumption through pricing. Low alcoholic beers and non-alcoholic beverages are stocked, promoted and offered as an alternative to patrons who are judged as becoming intoxicated. If such patrons continue to order alcoholic beverages the staff member will contact a supervisor and alert them to the patrons current or impending state of intoxication and refuse service on their own judgement. The club does not condone or encourage highrisk groups entering its premises. The club carries all necessary RSA signs to highlight these points. UNDER AGE DRINKING The Hawkesbury Race Club recognises only 3 forms of identification: 1. Current Drivers’ Licence. 2. RTA Proof of Age Card. 3. Passport. All necessary RSA signage will be visible to both patrons and bar staff. Persons under the age of 18 are not permitted to stand or be served at the bar even for non-alcoholic products. DISRUPTIVE OR VIOLENT BEHAVIOUR If a staff member becomes aware that a person’s behaviour is becoming disruptive or violent the staff member will notify security who will discuss it with the person. If the behaviour is not rectified the person will be asked to leave the premises. REFUSAL OF SERVICE If service of alcohol is refused to a patron the staff member refusing service will emphasise that the individuals patronage is greatly valued. The staff member will then inform the patron that further service of alcohol is illegal and could jeopardise the staff member’s position, the clubs liquor licence and both parties could incur large fines. DRINKING AND DRIVING Staff members will be pro-active in seeking to discourage drinking and driving. The club offers a number of services designed to alleviate the need for drink driving. These services include the provision of overnight parking facilities, the provision of a safe place for the holding of car keys overnight and the making of alternative transport arrangements.
