RACING AUSTRALIA ANNUAL REPORT 2019 | 9 Federal and State animal welfare authorities should concerns be made about the treatment of Thoroughbreds and other horses. In April a new edition of the Australian Rules of Racing (ARR) was published, bringing to an end a process which started in 2014. This edition has sought to provide those who consult the ARR with a simpler, better ordered and clearer presentation of the rules which underpin our sport. Thanks are owed to all involved with this initiative especially the lawyers at Racing NSW, Racing Victoria and Racing Australia. It would be remiss not to acknowledge the change of leadership at Racing Australia. Frances Nelson QC stepped down as Chair in April after two years during which she overhauled the Board’s governance. (An achievement which also resulted in Frances’ appointment to a committee reviewing the governance of the IFHA). Greg Nichols was elected Chair in April, with Russell Balding AO continuing as Deputy Chair. All of my colleagues at Racing Australia appreciated the energy and courtesy Frances always displayed in working with us, and have welcomed Greg’s interest and support for strengthening Racing Australia’s capabilities.
