Benchmark figures will appear on weights published on the Racing NSW website. 2.3 Black Type Handicap Races (subject to the specific conditions of the race) In the event of a ballot, horses will be eliminated in the following order: a) Horses will be placed in Handicapper’s Benchmark order, the horse with the lowest benchmark shall be rejected first, provided that; b) Horses with equal benchmark figures will be notated as such and separated by lot if necessary; 2.4 Picnic Races other than Maidens a) First out are horses weighted on the lowest handicap weight, if equal then; i) Horses with the least amount of prizemoney from their last 3 starts if equal then; ii) Horses to be eliminated by lot. b) Second out are horses with the next lowest handicap weight by lot ascending in weight order. 3. SET WEIGHT EVENTS 3.1 Weight-for-age, Set-weight (excluding Maiden and Restricted class events), Set- weight and penalties races Horses to be eliminated in the following order: a) Horses which have received the lowest average prizemoney per start over their last 10 starts to be eliminated in ascending order. If equal then; b) Horses which have the lowest career average prizemoney per start to be eliminated in ascending order. If equal then; c) Horses to be eliminated by lot. 3.2 Set Weight Maiden Horses to be eliminated in the following order: a) First out - Horses which have had 4 or more starts and not earnt prizemoney*. i) Horses which have had the highest number of starts first eliminated, then in descending start order. If equal starts then; ii) Horses to be eliminated by lot. b) Second out - Any other raced horses. i) Horses which have received the lowest average prizemoney* per start over their last 3 starts to be eliminated in ascending order. If equal average prizemoney* per start then; ii) Horses having had the highest number of starts to be eliminated. If equal starts then; iii) Horses to be eliminated by lot. c) Third out - Unraced horses i) Horses to be eliminated by lot. * For the purpose of this clause, no account shall be taken of prizemoney that is less than $350 for an individual start 3.3 Class 1 and Maiden Plates Horses to be eliminated in the following order: a) Horses which have received the lowest average prizemoney* per start over their last 5 starts to be eliminated in ascending order. If equal then; b) Horses which have the lowest career average prizemoney* per start to be eliminated in ascending order. If equal then; c) Horses to be eliminated by lot. * For the purpose of this clause, no account shall be taken of prizemoney that is less than $350 for an individual start 3.4 Class 2 Plates Horses to be eliminated in the following order: a) Maiden horses; if equal, the average prizemoney* earned per start over their last 5 starts to be eliminated in ascending order. If still equal horses eliminated by lot, then; b) Class 1 and Class 2 horses will be eliminated next in ascending benchmark order. If still equal horses eliminated by lot. * For the purpose of this clause no account shall be taken of prizemoney that is less than $350 for an individual start 4. DISCRETIONARY RULE In races of $50,000 and greater, any club may use its discretion to exclude any horse or horses from the elimination clauses listed above, provided such discretion is exercised with the approval of Racing NSW. 5. ALL CARE BUT NO RESPONSIBILTY All efforts will be made to meet the above conditions, however the incorrect inclusion or exclusion of any horse over another shall not necessarily be sufficient cause to warrant an additional ballot or redraw, nor shall any liability of any nature be incurred by any Club, Official or Racing NSW as a result of any error. In all cases the Stewards decision shall be final. NOTICE TO TRAINERS – IMPORTANT WORKCOVER CHANGES NOW IN EFFECT Effective from 1 July 2021 all employers conducting business in the NSW Thoroughbred Racing Industry are required to hold a Policy Of Workers Compensation Insurance in the Racing NSW Insurance Fund Amendments to NSW workers compensation legislation in 2013 removed the $7,500 wages threshold that had previously determined whether employers in the New South Wales thoroughbred racing industry were required to hold a workers compensation policy. From 1 July 2013 the wages threshold was set at $0. These changes had the effect of requiring all industry employers (trainers and clubs) to maintain a policy of workers compensation with the Racing NSW Insurance Fund irrespective of the wages paid to workers.
