BARRIER BLANKETS The use of barrier blankets will be permitted at race meetings in the metropolitan, provincial and country areas on a limited basis subject to the following conditions:- (a) Design of blanket is approved by Chief Steward and to include dual straps attaching to barrier. (b) Trainers must obtain approval of the starter to use barrier blanket by the horse performing satisfactorily with the blanket at jump outs or trials. (c) Trainers must notify Club at acceptance time if the barrier blanket is required at a race meeting. (d) Club shall then notify starter to ensure barrier blanket is available at barrier. (e) Continued use of blanket on a horse is at the discretion of the starter and a horse barrier tested to race in a trial wearing a barrier blanket must gain the approval of the starter before such blanket is removed. (f) At all times the use of a barrier blanket shall be at the sole discretion of the starter. FARRIERS’ SERVICES Farriers are hereby directed to ensure that plates and tips used conform to the Rules of Racing. In particular Farriers should note:- (a) That the heads of nails must not protrude more than 2mm from the surface of plate or tip. (b) That large nails will not be permitted. (c) Bar plates can be used provided the entire plate including the bar is in one piece. A bar may be welded or riveted to the plate the plate. (d) Coggs or caulks are not permitted. (e) Where a plate has been modified by the addition of a bar or wedge, Farriers must ensure the following:- That the total weight of the altered (therapuetic) plate does not exceed 170grms. (f) That such plates as for all plates, are secured by not less than five (5) nails. (g) That the plate does not protrude beyond the perimeter of the hoof, particularly at the heels. (h) Pads of material approved by Stewards may be used, but must be reported to the Shoeing Supervisor. “Shock Absorbent Plates (to approved design)”. Shoes are permitted to be used on horses in races, under the following conditions:- (i) The use of these shoes will be monitored by the Stewards. (ii) An application to the Stewards must be made in writing by the Trainer prior to acceptance time. (iii) Permission to discontinue use of these shoes must be made in writing to the same body of Stewards. Plates or tips may be forged or rolled to prevent shifting and toe clips or side clips are permitted on racing plates provided such clips have blunt rounded edges and do not exceed 15mm in height and 20mm in width. Clips which are welded will not be permitted on racing plates. Mustad Race-Glue Shoes - Polyurethane glue on horse shoes are approved for use in races. These are an aluminium racing plate encased in polyurethane with tabs which glue onto the wall of the hoof. Conditions for use:- (i) An application for use must be made in writing by the trainer prior to acceptance time. (j) The fitting of the shoes must be performed by a farrier accredited by Racing NSW. (k) Notice in writing will be required prior to ceasing the use of “Race- Glu” shoes The size of a racing tip should cover one third (1/3) of the foot and is tapered at both ends with a minimum of 6 nail holes and is applied with a minimum of three (3) nails. There are no nail holes in the toe. If any farrier has any queries about the above, please contact the stewards or the Master Farriers Association. SUPERANNUATION CONTRIBUTION Trainers are reminded of their obligations in accordance with the Superannuation Guarantee (Administration) Act 1992 which requires employers to pay superannuation at a rate of 9% of gross wages into an approved Superannuation fund. The Horse and Greyhound Training Award 2010 contains a list of approved superannuation funds that trainers may make their employer contributions to. Within 28 days of commencement of employment, employees should be issued with a ‘Choice of superannuation fund standard choice form’. This allows the employee to choose an eligible fund. If an employee does not choose a superannuation fund, any superannuation fund nominated in the award covering the employee applies. The nominated superannuation funds under the Award include; AustralianSuper, HOSTPLUS, SunSuper, CustomSuper Plan –AMP. Forms can be downloaded from the Australian Tax Office website (www.ato.gov.au ) or order hard copies by phoning the ATO’s publications ordering service on 1300 720 092 (and quoting NAT number 13080). Trainers may contact their Trainers Association for more information on their Superannuation obligations. OVERSEAS WORKERS It is a trainers responsibility as an employer to obtain and adhere to the "work rights" conditions attached to the visa of any prospective employee who is a non Australian resident. These details can be obtained by completing and faxing an "Authority to obtain work rights status form" to the Department of Immigration and Multicultural and Indigenous Affairs (DIMIA). DIMIA will then fax the "work rights" details attached to the visa of the prospective employee within one working day. The required form can be obtained from DIMIA on 1800 040 070 or downloading directly from the website www.immi.gov.au/employers/ authority.doc ADDITIONAL CONDITION OF RACING (a) The Australian Racing Board, Racing NSW, any Racing authority,or any race Club, and any employee of the said bodies shall not be held liable with respect to any act of negligence, breach of contract, or breach of any statutory obligation which results in any of the following loss or damage: (i) Loss of future earnings or market value of a horse as either a sire or brood mare; (ii) Loss of future prizemoney of a horse; (iii) Loss of future earnings or market value of any progeny or produce or anticipated progeny or anticipated produce of a horse. No owner, including the following defined terms in AR1, namely, Company, Manager, Nominator, Person, Registered Manager, Syndicate, or Trustees shall be permitted to commence legal proceedings against the Australian Racing Board, Racing NSW, any Racing authority, or any race Club, and any employee of the said bodies in relation to any action of negligence, breach of contract, or breach of any statutory obligation which results in any loss or damage. (c) No trainer shall be permitted to commence legal proceedings against the Australian Racing Board, Racing NSW, any Racing authority, or any race Club, and any employee of the said bodies in relation to any action of negligence, breach of contract, or breach of any statutory obligation which results in any loss or damage. VISITING NEW ZEALAND TRAINERS Racing NSW is pleased to have New Zealand trainers visit and start their horses in our area and complement our racing programmes. Listed below is some information that is hoped will be helpful during your visit to New South Wales. LICENSING DEPARTMENT (PERSONNEL) (a) Paperwork - As soon as practicable after arriving at the stable, contact Racing NSW (Phone 61 2 9551 7586) and apply for a Visiting Trainer's Permit for which there is no charge. This permit will allow you to train as a visitor on New South Wales racecourses for a period of 1 month and may be extended for a short period upon application. You should at the same time pay for your insurance (public liability and worker's compensation). Track fees should be paid to the race club at which racecourse you are stabling your horse(s). Whilst making enquiries at Racing NSW Visiting Trainers should seek assistance from the Licensing Supervisor or the Stipendiary Stewards regarding the Australian Rules of Racing and the Local Rules. (b) Clearance - All Visiting Trainers must produce a clearance from NZTR. (c) Stable hands - All stable hands (including members of the trainer's family who assist with the training of horses) from New Zealand or employed by the trainer in Australia, must be registered on arrival by the trainer with Racing NSW. The cost is $55.00 per person per licensing year. (d) Jockeys - New Zealand jockeys must on arrival in Sydney produce a clearance from NZTR. They must take out a Jockey's Licence to ride in New South Wales, the cost of which is $180.00 plus insurance. (e) Visiting Apprentices - Apprentices visiting with their Master are also required to take out a licence at a cost of $30.00 and produce a clearance from NZTR. Note: It is compulsory for all jockeys and apprentices to have current Public Liability insurance when riding in NSW. On-loan Apprentices - Apprentices coming on loan to a NSW Trainer should have the paperwork arranged by their Master through NZTR and Racing NSW prior to leaving New Zealand. Fax: +61 2 9551 7587 Email: grudge@racingnsw.com.au REGISTRATION DEPARTMENT (THE HORSE) The horse can either race in Australia as: a) an endorsed Visitor for up to 12 months; ENDORSING A VISITING NZ HORSE - A horse can now be endorsed by any Principal Racing Authority in Australia to race on NZ Registration Papers for a period of 12 months in Australia; the current fee is $100. The person responsible for the horse in Australia must take the NZ Registration Certificate, together with the fee of $100.00, to either the Registrar's Office in Sydney or the appropriate Principal Racing Authority as soon as possible after the horse's arrival in Australia. The name will then be checked for availability in Australia. If the name is available and a clearance has been received from New Zealand, the papers will be endorsed for a period of 12 months. or b) a registered horse in Australia for an unlimited time.
